The four queens are together. The first one travels directly from packet 1 to 3, so now we have two packets with a queen on top. Next, you take a queen from the top of one packet and transpose it to another as you swap their positions. After a brief recap of what's happened, drawing attention only to the remaining queen that still needs to make its journey, you move the packets again, and the last queen travels on the final phase.
