Double Marking on NOC decks

Hey everyone, today I picked up a NOC deck, and the guy at the shop mentioned something about a double marking. I was pretty surprised because I already have a few NOC decks at home and had no idea about that.

I'm not sure if anyone can explain what that's all about, because I've been looking into it and haven't found anything. Any help would be greatly appreciated.
